Todd A. Fagen
Founding Partner
Todd Fagen is the founding partner of Land Strategies, Inc., a firm located in Chicago, Illinois focused on traffic engineering and urban planning issues. Prior to that, Mr. Fagen worked for two years as a senior transportation consultant with Metro Transportation Group of Hanover Park, Illinois, two years as a roadway design engineer with Alfred Benesch & Company of Chicago, and eight years as a traffic engineer with WPA Traffic Engineering in southern California. Mr. Fagen has a Bachelor of Science degree in Urban Planning from the California State Polytechnic University in Pomona and a Master of Science degree in Engineering from the University of California at Irvine. Since 1988, Mr. Fagen's expertise has primarily been focused on land use development and its impacts on both traffic operations and safety. He has performed this type of study in the context of site development traffic analysis; large area transportation planning; transit studies; roadway corridor studies; roadway operations and design; intersection signalization and stop sign warrants; neighborhood traffic calming; at-grade railroad crossing opening and closure; and expert testimony related to these issues. Mr. Fagen is currently the President for the Executive Board of the Institute of Transportation Engineers (ITE), Illinois Section. He is also an active member of the ITE Smart Growth Task Force, helping to author their "Smart Growth Transportation Guidelines."

Outside of his profession, Todd spent four years mentoring and tutoring young adults as part of the "I Have a Dream Foundation" in Chicago. Mr. Fagen believes that, given information, choices and tools, people will affect the land use environment through healthy and sustainable living choices.
 
Stephen B. Corcoran, P.E., PTOE
Vice-President
Stephen Corcoran is Vice-President of Land Strategies, Inc. with over twenty years of experience conducting traffic engineering and transportation studies for land development and roadway projects in the Chicago area and around the United States. Mr. Corcoran has completed numerous studies that analyze the relationships between land-use, access, site design, roadway operations, parking, transit, pedestrian access, and traffic safety. These studies included traffic impact analyses, arterial and freeway operation studies, corridor and comprehensive plan studies, traffic signal warrant reports, parking demand and design reports, functional roadway plans, sight line studies, short-term and long-term traffic projections, access control studies, and expert testimony.

Mr. Corcoran is a registered Professional Engineer in the States of Illinois, Indiana, Michigan, Missouri, and Wisconsin. He is also a Professional Traffic Operations Engineer, as certified by the Institute of Transportation Engineers.

Mr. Corcoran has a Bachelor of Science in Civil Engineering from the University of Dayton, Ohio. He was a Senior Associate at Barton-Aschman Associates, Inc. (10 years) and a Principal at Metro Transportation Group, Inc. (10 years) prior to joining Land Strategies, Inc. He is a Past President of the Illinois Section of ITE and a former Chairman of ITE District 4. He has written and presented five papers at ITE conventions and conferences.

Outside the office, Steve has four children and has been a Scout leader for over fifteen years.
 
Mark de la Vergne
Senior Associate
Mark de la Vergne is a senior associate with Land Strategies, Inc. He has been providing traffic engineering services to clients throughout the Chicagoland area since 2000. After working as a project consultant for the Metro Transportation Group, Mr. de la Vergne joined Land Strategies, Inc. in 2004. He has performed and assisted in the preparation of more than 200 traffic impact studies for various land uses including shopping centers, office buildings, hotels, retail developments and restaurants. Some of the traffic impact studies he has conducted were for Algonquin Commons in Algonquin, Illinois; the Orchard Road Corridor in North Aurora, Illinois; Costco facilities in Illinois; and BP and Gas City stations in both Illinois and Indiana.

Mr. de la Vergne has also completed intersection design studies for new and existing intersections in the Chicago area, including for a 3/4 mile section of the Randall Road expansion during the Algonquin Commons project. He also has experience in traffic control justification studies, traffic engineering and design, and has completed planning studies for communities throughout the state involving recommendations for parking, transit, traffic control and pedestrians. Mark has a Bachelor of Science in Systems Engineering from the University of Pennsylvania.
